I think there should be a law....   for free spay and neuter clinics to stop pet over population.     to stop puppy mills and eventually all breeding until we stop the 20 million animals that die in shelters, nationwide, each year.     to stop having wild animals as pets. This is never a normal environment to the animal, never enough space and they need to interact with other animals, not people. They ususally therefore can become nervous,and they will react which always ends in death for the animal, and sometimes the owner.
