Other countries have practices that do not meet with the standards of the United States nor their laws.  Eating dogs in Korea is common (along with cruel practices).  However in the U.S. it is not common therefore there are some States that have no laws specifically banning the eating of dogmeat, although this practice is illegal under other, more general, legislation.

Under California's State Penal Code dogmeat is illegal, however the practice of eating dog meat is wide-spread in both Los Angeles and Orange County. In Korean restaurants boshintang (dog meat) may be served.
